The Company Working Hours "set the borders" of the Schedule Board, and then all the individual Employees appear within it with their normal Start and End Hours colored by lighter shading and time outside their hours in darker shading.

Use the Company Preferences, Schedule Board Tab to control which range of hours for the Working Day will appear. You will want to choose a range of hours that extends beyond Employee Regular Working hours, to allow for scheduling assignments that do not fall in the normal boundaries.
